Disaster Housing & Recovery Program Delivery

Permitting throughput, vendor coordination, and installation readiness for federal and state disaster housing programs across Florida.

The Operating Position

The vendor base for government contracting disaster housing and manufactured housing operations in Florida is fundamentally the same. Surveyors, engineers, installers, and permit coordinators work across both ecosystems. What separates successful disaster recovery delivery from delayed programs is not procurement or vendor availability—it is permitting throughput and installation readiness.

We do not build. We do not install. We keep projects moving from case assignment through certificate of occupancy. We maintain the permit pipeline, coordinate the handoffs between surveyors, engineers, permit offices, and installers, and manage the relationships with 38+ authorities having jurisdiction across Florida.

The calculus for disaster recovery program administrators and GovCon primes is simple: every stalled permit is a program audit risk, not just a delay. HUD and FEMA track closeout timelines and obligation timelines. Delays create questions. Questions create inquiries. We eliminate the questions by keeping projects moving.

What We Deliver

Installation Readiness — Site plan coordination through permit issuance. We own the timeline from surveyor intake through final permit approval.

Permit Pipeline Management — Real-time tracking of permit status, expediting of missing submittals, prevention of re-submittals, and proactive follow-up with permitting staff.

Vendor Coordination — Management of handoffs between surveyor, engineer, permit office, and installer.

County Relationship Management — Institutional knowledge of who processes what, where friction points exist, what gets kicked back, and how to navigate county-specific procedures.

Program Compliance Support — Documentation and reporting that satisfies HUD and FEMA reporting requirements. Closeout-ready file management from intake through final inspection.

Full-Stack Accountability — From site survey through certificate of occupancy, one accountable person. No handoff gaps. One point of contact for permit-to-closeout delivery.

Service Verticals

CDBG-DR Program Delivery — Community Development Block Grant — Disaster Recovery. Over $2 billion in active CDBG-DR funding across Florida counties. We manage permit pipelines for Homeowner Rehabilitation and Reconstruction Programs, manufactured housing replacement, and new construction coordination.

FEMA Direct — FEMA Individual Assistance and Public Assistance housing mission assignments. We coordinate permit and installation readiness for temporary housing installation, decommissioning, and FEMA Group Sites.

HUD Technical Assistance — Technical assistance to housing counseling agencies, capacity building support for local governments, fair housing compliance integration, and disaster recovery planning support.

State Emergency Management — Partnership with Florida Division of Emergency Management, SHIP, and Hurricane Housing Recovery Program.
